भ्रष्टाचार अर्थात भ्रष्ट आचार, भ्रष्ट यानी बुरा या बिगड़ा हुआ तथा आचार का मतलब है आचरण, इस प्रकार भ्रष्टाचार का शाब्दिक अर्थ है वह आचरण जो किसी भी प्रकार से अनैतिक और अनुचित हो।
जब कोई व्यक्ति न्याय व्यवस्था के मान्य नियमों के विरुद्ध जाकर अपने स्वार्थ की पूर्ति के लिए गलत आचरण करने लगता है तो वह व्यक्ति भ्रष्टाचारी कहलाता है। ऐसा आचरण किसी भी देश या समाज को खोखला कर देता है। यह बहुत शर्म की बात है कि समूची मानवता को सदाचार का पाठ सिखाने वाला हमारा देश भारत भ्रष्टाचार के मामले में आज 94वें स्थान पर है।
भ्रष्टाचार के कई रंग-रूप हैं, जैसे रिश्वत, कालाबाजारी, जान-बूझकर दाम बढ़ाना, पैसा लेकर काम करना, सस्ता सामान लाकर महंगा बेचना आदि। ऐसा क्यों होता है. इसके लिए हमें इसके कारणों पर विचार करना चाहिए। इसके कारण हैं-असंतोष, स्वार्थ, असमानता, हीनभावना और ईष्या।
असंतोष का अर्थ है अभाव के कारण होने वाला कष्ट। ऐसे में व्यक्ति भ्रष्ट आचरण करने के लिए विवश हो जाता है। स्वार्थ और असमानता के कारण भी ऐसा होता है। हीनता और ईर्ष्या की भावना से शिकार हुआ व्यक्ति भी भ्रष्टाचार को अपनाने के लिए विवश हो जाता है।
आज भारत के राजनेताओं ने सर्वसम्मति से स्वीकार कर लिया है कि बिना इसके विरुद्ध एक सुनिश्चित नीति को अपनाए तथा बिना परस्पर सहयोग के इसके विरुद्ध संघर्ष नहीं किया जा सकता। इसलिए आज प्रत्येक मंच से भ्रष्टाचार मुक्त देश की बात की जा रही है।
लेकिन सवाल तो यह है कि कौन करेगा इसकी शुरुआत ? कहां से करना होगा इसे शुरू ? क्या हम स्वयं से स्वयं द्वारा इसकी शुरुआत नहीं कर सकते? यही रास्ता सरल है और व्यावहारिक भी। तो आओ, संकल्प लें देश और मानवता को भ्रष्टाचार से उन्मुक्त करने का।
